With deep grief, pursuant to the 1956 cooperative agreement between the General Assembly of the Reformed Church in Japan (RCJGA) and the Orthodox Presbyterian Church Japan Mission (OPCJM), the mission hereby presents for the record of this 70th General Assembly its official protest against this month’s change in the form of government of the RCJ removing the requirement that ministers and ruling elders be male, and the failure of this year’s RCJGA to reverse that decision for which our OPCGA argued in its epistle to this assembly.

Our common confessional standard, the Westminster Confession of Faith states that God’s whole counsel is to be known first by that which is “expressly set down in Scripture,” together with that which “by good and necessary consequence may be deduced from Scripture” (1.6). It is expressly set down in Scripture as follows, “I do not permit a woman to teach or to exercise authority over a man” (1Tim 2:12). Scripture thereby expresses as a part of “the whole counsel of God” that women are forbidden to engage in the primary activities of ministers and ruling elders in the church: teaching and ruling (1 Tim 5:17). It is also clearly expressed that this prohibition is a part of rules that part of 1 Timothy (2:1-3:13) sets down for the life and worship of the church as the household of God, not merely the church in Ephesus or that of the first century (1 Tim 3:14-15). In the face of the Scripture clearly prohibiting women from teaching and ruling in the church, the RCJ’s conduct is in violation of Scripture.

Furthermore, since our Reformed standard of faith, the Westminster Standards, declare, “the Holy scriptures of the Old and New Testament are the word of God, the only rule of faith and obedience” (Larger Catechism 3), and the RCJGA study reports make no claim that Scripture provides positive warrant for these constitutional amendments, the RCJGA has deviated from what it confesses to be the only rule of faith and obedience, Holy Scripture. As overseers of the church, you are leading Christ’s church down a path that is both unreformed and violates Scripture’s prohibition.

Finally, without a cloud of doubt about our mission’s love and respect for you, the Reformed Church in Japan, our brothers and sisters, and with our heartfelt thanks for some 60 years of missions cooperation, we conclude our protest by quoting Isaiah’s concern for God’s people in his day:

“O My people! Their oppressors are children, and women rule over them. O My people! Those who guide you lead you astray And confuse the direction of your paths.” (Isaiah 3:12)
